Having worked on the 20mm Vulcan cannon for 3+ years…one would have to bypass several layers of safety to prevent firing on the ground and yes all checklists, at least for the USAF, start with a safety check that includes verifying whether the system is loaded or not and if loaded, then all ammunition would be unloaded first. Major failure in safety and procedures.
